I'm here
You are Tsukuda Ryouta, a Shinigami of the 12th Division, an investigator of abnormal occurrences.
You are searching for a spiritually aware human in Berlin with the ability to use Kido. In your first few hours here, you've encountered several oddities, one of whom is Kirino Moeka, the Shinigami in charge of keeping the local area safe. She's told you about a bizarre series of murders that left the police completely befuddled, though you soon figured out the reason for their helplessness - the culprit isn't a human, but a Hollow that's holed itself up inside the mansion where the bodies keep getting found.
As for your main objective, you've largely just started on it. You don't have a concrete trail to follow yet, so you're forced to pursue things that are not guaranteed to be relevant to your true goal. You are currently investigating the houses of the murder victims; they were all killed by the same Hollow, whose apparent motives are the same as yours, so there might be something to it. The things you're meant to be looking for in their flats are vague and largely undefined, so you're left to rely on your intuition and luck. You don't see any apparent link between them, even after some hours of inspection; just as it was written in the police reports, there doesn't seem to be anything connecting the women to one another.
Something eventually does manage to catch your eye in the house of the latest victim, on one of the photos hung up on a wall. You think it takes place in an amusement park. A young man is depicted there, though he isn't the main focus of the picture, but rather, he is waiting in the background with a sour expression on his face for the Faust family to take their photo, you recall seeing the same person in another photograph in the house of the 19 year old victim, Jessica Derrick. That photo had the victim taking a picture with her female friend, who was trying to drag this boy into the frame.

The youngest victim was probably friends with this person, whoever he is. But why is he cropping up here, in a completely unrelated family?
You're able to determine that they're the same person even though their ages are fairly different between the two photos, with this one being taken several years before the other one, while Moeka can't even recall the photo you're comparing it to. The redhead nods her head a few times, but it still doesn't seem like she gets it.
"So... Ryouta-kun, if they really are the same person, what does that mean?" She asks.
"It means there's a connection between the victims." You explain. It's a very vague connection, but it's there, involving at least two of the victims. Knowing this, there might be more links to be made...
"...I see. So what does that mean?" She's still not following you. Well, you're actually still speculating. Until you find concrete proof, that's all you can really do.
"It might mean that the Hollow's targets weren't random."
"You're saying they revolve around this guy you found?" Moeka's eyes grow sharper as she finally begins to properly inspect the young man in the photo you're holding.
"I can't be sure yet." You say. If Moeka's right, this person could be the human that Hollow is looking for, and by extension, the human that you're looking for as well. However, without a name, there's no way to investigate this guy.
The redhead sighs, looking rather tired. "So, the next thing is... You said you wanted to look into that company that fell apart, right, Ryouta-kun? I could-..."
She interrupts herself, her ears twitching. You hear a noise coming from the entrance - the sound of keys turning inside a lock. You turn the lights of in an attempt to conceal your presence here, and then you step back towards the middle of the room; a human won't be able to see you, even if it wasn't for the pitch black darkness. Who'd come here at a time like this? It's hardly even morning.

In enters a woman wearing a pair of round glasses, her brown hair tied into a long braid. While her thick coat, gloves and scarf are befitting of the season, there seems to be an emphasis on the color black in her choice of clothing. The woman carefully closes the door behind her and sneakily tiptoes into the room you and your partner have just finished investigating. When she flicks on the lights, she nearly shrieks in surprise.
"W-what? Who are you?" The woman asks. You and Moeka briefly exchange glances. She seems to be thinking the exact same thing.

A shame, then, that you've never been much of a heavy eater. If your hesitation slows the others, they give no sign of it. Leon and Elliot split away from the group and seek out their own pleasures – ale and meat for the Scotsman, wine and song for the slender gentleman. Even Joseph is lured away, stacking his plate high with various foods. Petra takes a flask of wine – or some other, stronger alcohol – and retires, pleading tiredness.
That just leaves you. Alone, with no idea of what to do with yourself.

Why would you need an Arcanum at 5? Isn't Advanced Duration only one dot above? I could have sworn most of the spells that give you +Whatever are Adept level.
Although, really, it's sort of a fool's game anyway. "I can max my stats" as a Mage is sort of like a Wizard trying to max their damage in D&D. You can sidestep around most of the need for stats with your magic.

I find the threads are more 'Rate my list, I need help', when in the older ones it was more fluff and crunch discussion. I kind of miss the fluff discussion we got when Extermination was released and the IW Decimation/AL Sociopaths things came up, or the way the Ultras were shown in Tempest. It's very repetitive having endless 'rate my list' and nothing else. We don't even have battle reports or 'my armies fluff' discussions anymore.
Which is why the 30k Campaign headline above is a good thing. Campaigns are a way to get above endless listbuilding and actually play narrative games, which is the main draw of 30k, is the narrative and not powergaming. I play Sons of Horus, with a full squad of 10 Justaerin. Not an army made to ever win, but one which has a strong theme and is fun to field even if I rarely ever win a battle.
First time QM, so I'm hoping to improve through this one-shot as well experimenting a bit with some formats.
If I can get enough support and critique from this thread, I'll find the time to make this into a weekly Quest.
