How do you feel about humanitarian groups in live combat environments? And the fact that no one has statistical evidence of if they are effective or not? Are they a hindrance? He also discusses an experiment started by the US Air Force that involved giving money to Kandahar refugees to see if they in turn give money to the Taliban or not.
Humanitarian groups like Doctors Without Borders and missionaries only exist to make their members feel good and to give them something to brag about if they make it back home.
Its a good conversation starter. But that's its only value.
They cannot provide consistence medical care. Everything they do is patchwork. Their patients suffer and likely die of reopened wounds down the line. There are no post-operation observation periods. Just hackneyed work that makes medical students and the religious pat themselves on the back.

Artillery is good for area denial since you can just sit on it with minimal costs, doesn't need fuel and what not. Good for cheap effective base defense.
Mobile artillery is good for areas where strong anti air capabilities are present.
