You have been really lucky finding Extremadura and Cantabria. You'll probably find Valencia easily and Castilla y Leon and Galicia are not uncommon. The rest will cost you more.

Siberia is not an administrative region. There's Siberian Federal District which is basically a group of regions, but those don't have heraldics.
There's a flag that is commonly associated with Siberia, but it has no legal status of any kind. And there's no definitive design even, the green triangle may be top-left or top-right in different versions. It roots back to Russian Civil War when White movement troops in Siberia used it.

Since you've asked, I'm gonna do the full-lenght review with the rarest flag in this map at the end.
First thing that bumps up to me when I look at your map is that you are using the extended template with the boxes for the EU, A's and the Unknown flag (© Singaporean XX - 2k16). Also the start date is presented, which is good for orientation.
When we're talking about the actual FlagCapacityâ„¢, a significant part of Africa is blank, mostly the Sahel strip, some parts of western Africa and central Africa, to be precise. This is a tough part, so no surprise. Oceania is also blank despite islanders postin' like there's no tomorrow.
On the other hand, Caribbean is fully complete, which is a good point.

What's the point of adding unobtainable flag when it can't be naturally collected? At least for me it loses its fun in this point, so I will never add Western Sahara or Bouvet Island. Of course you can just add it there for fun and mark it with different color or whatever, but I wouldn't call it properly collected whatsoever.

This gentleman is using the extended version of the template, but without the boxes, standard blue-green color combo.
Libyan Jamahyira flag is presented, a SENIOR collector in this one I guess. It is separated from the new flag, which is also easily neatly done, indicating Gaddafi's regime being toppled away.
Now let's look at the FlagCapacityâ„¢. Not surprisingly enough, Africa did it again. Although Ethiopia, Kenya or Gabon could've been picked up somewhere. Manually downloaded Western Sahara.
Oceania, as it seems, is becoming tough spot. PNG missing, also Fiji is appearing from time-to-time. Nauru sometimes shows its faddazz up in here.

For having a Vatican flag you would have to be connected to their local ISP (i.e. only Vatican citizens and people employed in there should have acces to it I think), otherwise posting from Vatican shows as an Italian flag.
Also there was/is a US Army guy stationed at US Airbase in Niger posting a lot in /pol/ from what I can remember.
