I think fascism should be established in countries that are not stable, and it should be a phase for a country. While in the fascist phase the country should devote attention to creating infrastructure and providing education to all. Once that is finished, the country should change into true democracy (no senate) eg not a representative democracy. Everything should be based on referendums in an advanced society because people have been educated. Before that people are too stupid though
