Go to the book thread and download gurneys color and light and gnomon workshop on color (in the pastebin link there's a mega library). Theres also a course by betty edwards as well in there. All of those together are pretty comprehensive for what you need to know.

for practice, I found out that studying pixel art was the simplest way of learning about color, it's quite easy to switch and most people actually plan their palettes in a limited fashion
Also, can you follow these tutorial videos using clip/manga studio? Or do you really need photoshop?

What are you trying to do here? Like it's got stylized proportions, but they don't really seem to be for any reason. You've got a female face with a super manly jaw, then put it on a pencil thin neck. The orange backlighting is inconsistent too, and the structure of the neck and shoulders is not really defined well.
I feel like you are jumping ahead of yourself here by painting in tiny details with a one pixel brush into the eyeballs and using a speckle brush to texture the skin pores and stuff....

default real 2b pencil is GREAT if you have tilt sensitivity (intuos pro). closer to the real thing than anything else i've seen.
other than that, i don't really like it much. you better forget about it and learn to use photoshop properly.

The first chapter is one of the best introductions to observational drawing that I know. Unfortunately a couple of editions ago she decided to add a host of ridiculous tools into the book's curriculum and it's simply not worth it in my opinion.
