Because there are new Pokémon. There's no such thing as a half generation. One of the last movies also reveals the next generation's Pokémon, in this case it's Magearna.
If it takes place in a whole new region with a bunch of new pokemon and new moves and it doesn't run on xy engin and isn't directly compatible with gen 6, its a new gen

Zygarde (and probably postgame Kalos) will be in Sun and Moon. Why?
First things first: Zygarde forms ARENT anime exclusive. They're in TCG (!), Tretta, Picross and Shuffle
So what is going on? Whats the whole Z season if we're going to new generation where Zygarde might play a role in the postgame?
You have to realize how anime works: they have their own ways of doing things. For example
-During the Johto era they never came back to Kanto despite the games doing so
-During Hoenn era Ash came back to Kanto to challenge the freaking Battle Frontier in there. This was their way to tie in FRLG with Emerald
-In Unova the whole N episode happened after the league with N being AGAINST Plasma right from the get-go and involving ONLY Reshiram, not Zekrom
Thats why dealing with Zygarde forms in the anime now makes sense for many reasons
1) Its help build up for the new era
2) Once they'll move to new region they couldnt bother to return to kalos so they're dealing with this stuff now
3) Its a good way to confuse people and get hyped over specualtion plus fresh merch is a good merch (in Japan), advertising Zygarde stuff in 7th gen era would be cofusing and that way its a good way to tie in XY and SunMoon
Zygarde forms are in many side stuff including TCG so there's no way it would be anime only, not to mention the lore behind it is way too interesting to not include it in the games (no other legendary has so many various forms)
Kalos might be in post-game of Sun and Moon

We know there's a new Pokemon that isn't a forme, that doesn't happen within a gen. We know this not only from the render that was glimpsed, but also the fact that they said there would be new mons.

They leave shit in in-case they need it later, or if it doesn't get finished. Like how Shellos and Gastrodon were in Gen3 code, and Mega Lati was in XY code.
Even if the new area is southern Kalos and we do travel back to regular Kalos, that means it's a new region. If you say that going to the old region means it's gen 6.5 then you're saying Gen2 wasn't its own Gen.

Abilities never happened mid-gen before ORAS. New moves didn't happen mid-gen before ORAS. Forme changes that broke compatibility never happened before ORAS. This argument doesn't work with Game Freak breaking the mold now.

Gen 6 would have WAY more unused compared to any other gen though. Zygarde has TWO signature moves it still doesn't have access to. AZ Floette is still undistributed with seemingly no involvement in the movie or the Pikachu short. The Souvenir is useless within XY and it being tradeable implies you might be able to send it to Sun/Moon. There are also 2 pentagon slots found in ORAS.

How an optional item makes the game easy? Leveling up isn't hard, it is time consuming. Exp Share just cut that time in 6. You don't think the Running Shoes or the Bycicle makes the game easier, do you? Exp Share is literally that, except for leveling up.
The AI still makes stupid decisions all the time. Blame the AI for easy games, not the exp share
It makes the game stupidly unbalanced and requires you to turn it off and on again repeatedly so you don't end up way under or over leveled
It's a shite mechanic
I love me some Nuzlocke in Gen 6 because it's the right amount of easy.

with exp all you level up a whole party equally and is good for leveling up several mons at once, especially in post game team building The gen6 exp.all works by giving a value of 50% of the exp to all pokemon that did not fight. In a team of full pokemon, the other 5 get 50% each, giving you actually 250% extra exp, making each battle reward you as 3.5 battles, making you level up super fast.
exp share is good for in game when you need to level up a single new pokemon that is underleveled compared to the rest of your team, so classic individual exp share can push a new pokemon faster while not breaking your main team to ridiculous levels
gen6 exp share would only not be broken if the opponents levels were either dynamic or set to higher standards
