I don't really expect XCOM 2 to be any better than XCOM. It will just be more of the same with slightly different visuals.
For instance, in the first game, upgrading your base or equipment was just a linear toggling of flags that unlocked content. You need certain rooms to build the next thing, you need the ship upgrade to be able to take down the alien spacecraft, etc. It wasn't really a strategic gameplay issue, it was just gates.
That's something they could absolutely expand upon and probably won't at all. So I'm not very hopeful.
