"Institute" is just a paint style. You get the full thing by siding with them and doing a side quest.

At high level it generates in places where you find armor like checkpoints, though I always head over to 35 court because it's a full set, and it's already mark3v4 at least. Plus you need to earn it by killing an assaultron and sentry bot.

But I agree x-01 with institute paint and jetpack is lovely. More into red-lit 45f right now though

The bathhouse owner is the best party member in the whole game. The whole game. Specced right, he does more damage than Malkovich in rage mode with none of his ass accuracy and is tankier than Tadakuni without his fatal weakness to imouto-elemental attacks.

Enemy Within on normal is a good place to start if you're not experienced with tactical games.
