I'm looking to get into Magic. I had a small collection of lousy cards as a kid, but have recently been playing casual with a friend. I'm looking to get some cards of my own to play at the dinner table and see where it goes from there.
Are those duel decks any good? What can I expect to find in stores? Or am I better off picking some lots up off the internet?
Any suggestions for a noob?

What format are you looking to play? If you are planning on playing casual picking up the card lots might not be a bad idea. If standard, I'd recommend the Battle For Zendikar event deck. You can build a nice sacrifice deck out of that (without losing your life savings in order to pay for fetch lands). Modern will require a little research and a larger investment. Commander is essentially a sandbox and there are a lot of ways to get started in that.
Also, buying cards singles in store is generally a rip off, but it depends on your community. Make sure you compare the prices of the store to that of a site like tcgplayer. My gaming store charges about 40 percent more than the card is worth, so you have to be careful about that.

I'm probably going to be basing our game in the fringes of the Third Imperium. I prefer gritty, near future sci-fi, so I don't generally like Tech Level 12 and up. But it seems strange that there could be such a huge tech level disparity between neighbor worlds, despite the near-universal presence of Imperial influence. How do such things come to pass, and how can I effectively model them in my game?

Lots of ways. Religious strictures, wars, disasters.
The big one is that that you can't manufacture stuff without the right infrastructure. Devices need parts need components need tools need alloys need chemicals, on down in a massive branching tree of dependencies. And all of that needs people who can handle each step.
Lack any of those and you can't make that particular thing, and probably a whole host of other things. If your population's small, or certain chemicals are rare on your planet, or your tech base hasn't been built up enough, or anything, then you'll be unable to build, nor likely repair that tech.
You can still import it from off world, but that's a big cost, and trying to rely on offworld imports for a specific tech worldwide will eat a huge amount of your economy, so it's best to use locally produced (lower tech) stuff for everyday use.

Forty two men wander about the now empty evacuated city, they are stealing glances at your group occasionally, their weapons ready to draw. Their hostility seems to go beneath the notice of its intended target, Tslah pure gold eyes are focused on you as she basks in the glow of raw power joining your host has granted her. The giant lizard of course doesn’t let basking go unchallenged, and with no small amount of effort the lizard has discovered how to harness the mana that radiates off of you to bask.
The leader of the men, Osanas Lightbringer, the man that you guided back home with Ayla’s assistance from his centuries long journey speaks with your group directly. It is by his command and the confusion of Tslah clearly being a demon, yet not evil, that has prevented a fight from breaking out. Osanas himself is intrigued by the story behind you came to met Tslah and her conversion, the Law’s hard-line approach makes such things impossible. You get the impression that your returning of the holy books still has you on incredibly good terms with the Law despite your questionable company and actions.
Hestia interrupts your friendly banter to inform you that she has completed her construction in Djinnistan for now. Ayla’s imperial rule is not absolute, there are still many cities which have not yet accepted her rule, however the now fourteen that she does control are now fully modernized.

Due to her being the first of your high host and first you’ve tried this on her stat cap increases to 50% of your own and it will be linked like that so further improving you own benefits her as well. She has also gained the unique ability to store worship it you share, among other things this allows her to act as an intermediary for the invocation ability so her pool can drain instead of yours. Well it is yours in the first place since she can’t gain any otherwise but it could still be useful?

In light of the Senate's discussions in the previous thread, I have implemented a 50/50 per cent strategy regarding Turret Tracking and Missile Agility technologies. These should begin to bear fruit in the next year.
To bring us up to date:
In September, our Leading Scientist Spurius Pisentius Marcipor achieved a significant improvement in his throughput, increasing his potential maximum Laboratories to 25.
24 hours ago, our shipyards completed work on our new survey fleet. Three Decius class Gravitational Survey Vessels and three Scipio class Geological Survey Vessels have been completed. They have been named the Decius I, Decius II etc at present. As we speak, they are being lifted into orbit and are undergoing final spaceworthiness testing.
At an organisational level, each of these craft has been placed in a singular fleet of their own, under a single commander. This presents a specific issue. We do not currently have a doctrine regarding fleet command.

At present, we have an officer corps of 38. Of these, 27 are of the Centurion rank, 8 are Trierarchs, and we possess 2 Navarchs and a single Praefectus.
I can instruct the militarius to begin an internal search for properly-assigned applicants (a process known as "auto-assignment"). We should also give specific attention to how long we believe an officer's tour of duty should be; if we wish to ensure our officers receive proper rotation for training and rest purposes, we should set a tour of duty period now.
One other major decision remains. Our military command staff needs to be selected, and before this can be achieved, we need to appoint a Fleet Commander.

Navarch Manius Tremelius Cornutus - Political Reliability 10%, Terraforming 15% (The son of a noble working in the nascent terraforming sector.)
Navarch Gnaeus Lollius Balbilius - Political Reliability 10%, Fighter Combat 50% (A former colleague of Valgus, Balbilius is also an expert fighter pilot but a little better at public relations.)
Clearly none of these are ideal candidates, but they are the only ones available. A note is that we will not be able to place a naval staff officer in a role beneath one of lower rank - so we cannot expect Valgus to work under Cornutus.
(As an additional note, we also have the ability to forcibly retire any of these individuals if we wish.)
The choice is yours, Senators. I personally advise that we appoint an overall commander and then permit them to handle all other assignments.
