Some armies really benefit from BL books. Not always, but some. The Night Lords are one, since the codexes play them up to be one-note crazy fucking morons.
Path of the Dark Eldar did the same, where the codexes made out the Dark Eldar to be much the same as the Night Lords: crazy murderhobo fucknuts. Path of the Dark Eldar showed that they had a method to the madness of their society, that there was a structure and even stores and shopkeepers, and manic backstabbing, while certainly part of their culture, had a time and place, and was generally not allowed to occur on the streets of kabal-held territories.

Well I would suggest you start by acquiring a body and its attendant appendages, those really do help when designing most anything.
Joking aside, you should begin with a few questions; what kind of game am I making, and what genre/setting am I making it for?
Once you answer that you can get a little more detailed, concise list of materials and tools. I mean, making a card game or an RPG may be similar and have similar tools available, but a card game and a tabletop wargame will use different tools all together.
A concrete idea of what you want your game to be.

Seriously - to get a decent game you'll need to playtest it a lot and get the kinks out. Best way to do that is to play the game. A lot. And with people who aren't afraid to say what they think about the results.

As someone who switched, here's what I like about it.
>lacks the bloat that Pathfinder currently has
>backgrounds make it easier to fluff your character out and gives them access to some nice background skills
>skills reworked so that a fighter with 8 int isn't a retard who can only do one skill
>full attacking doesn't require you to stand still anymore
>casters can only maintain one concentration based spell at a time, and getting hit can cause them to lose it
>less focus on magic items, and PCs can't craft them nearly as easily
I think I still prefer 4e to both of them, but 5e was a pretty easy sell to my Pathfinder groups.

I was deadset on moving forward with DZC, follow by DFC, but recently GW announced they'll be supporting Epic again.
