Although the ponies have the means to shape the precipitation of a region to keep the manner of weather they would like to be accustomed to, there's still the calls of variety and environmental impact. A missed rain begs a makeup thunderstorm, after all. Winter need not be exempt, even as the time of year to show off all the snowcraft. Warmer and cooler days still cycle (gotta have icicles!), and new snow deposits recover well-used areas to keep sledding constant and snowball ammo fresh.
Hopefully it's all maintained well enough to preclude the need for hail.
