The specific mechanics behind the Crystal Heart are a bit murky, but it is an artifact of great power. Holding an endless winter at bay is only one facet, however an important one it is. Sombra's attempt at domination was probably centered around controlling it and the crystal ponies for a reason; luckily Celestia and Luna were around to prevent that. That resonating pulse it puts out at times to momentarily "crystallize" living creatures is rather fascinating; is there more to it, or is it merely a byproduct? Were the crystal ponies indigenous to the region, or had it been moved? Or perhaps they only came about once it had been created? There's curious things to study.

The Frozen North seems akin to the Everfree Forest; magic not on a scale of the Crystal Heart or the Tree of Harmony is very ineffective in dealing with their natural effects. And still, both regions have (or had) some degree of pony settlement; the Castle of the Two Sisters seemed to work fine before left to its derelict fate. What might have driven ponies to try their hooves at such places? Are there more "natural" zones of the world resistant to pony interference? Not everything within Equestria's borders is known, let alone the greater world, so it seems that it could be likely.
Celestia might want to look into more proper study and/or emergency plans, though, given the recent past.
