Okay, when it comes to photoshop I can do my fair share but when it comes to Illustrator, I suck. No shame. I can't draw for shit but I can play around all day in photoshop. I can't get this to come out the way I want it, whatsoever. So I ask for your help.

I need help anon's, I have a picture of a license plate from someone that just stole over 2000 dollars worth of my stuff and did some major damage to my property. The problem is, its from my phone camera and it was raining outside I already sent this to the detective, but I know that there has to be some pretty decent wizards on this board
Can anyone maybe help me enhance it to get a clearer picture? Or give me suggestions for programs I can get to enhance it myself?

Droid3 on Verizon wireless
The issues started approximately 4 days ago when I was working far outside cell coverage.
Drove into an area with cell coverage to get fuel and contact my supervisor, I believe my phone picked up some updates at this point. Headed back out after popping it back into airplane mode and threw it on the charger.
That night the phone went from 100% to 0 in the span of about 3 hours and died. Since that happened I've been having issues with the battery life, severe lag and issues with stuff like texting (I can't actually input anything in the text box on either the touchscreen or slide out keyboard unless I shut down and restart the phone) and when I try to call out it literally takes 5 minutes from when I hit the call button to when the phone actually starts dialing... kind of an issue if I need to call 911.
In my googlefuing around I've found where people have had the battery drain, or input issues similar to this, but not all at once.
Anyone got any ideas on where I should start to try and fix this, grab a new battery or should just swap to something newer phonewise?

Use an actual trusted antivirus just to be sure, but it looks like it's either a battery problem or the part of the phone that drains the power out of the battery into the phone itself.

Hope you have a friend with a compatible phone battery, or that your phone can run on powerbanks with no battery inserted.
My PC has been fucking up lately, most likely due to my pirating Windows. This has been made evident by the fact that after a recent blue screen/"update" that has resulted in my OS demanding a serial before I can do anything. I have this T-Mobile LTE Hotspot pad and I go through the data fast. The speed goes down to about 150-200kbps after I finish the faster data. Is there anyway that I can improve the speeds without buying more data?
No unless you manage to hack into their server and make them forget how much data you used.
What can you do tho is use ublock origin to not download files bigger than X so that you use less data
Yeah your options are reduce data consumption or get a different plan. If you mention what devices you have there might be some suggestions for reducing data use
Design an app that predicts your internet habits, and caches data according to them, in a predictive manner. Build said app, and install it on your device or a server connected to the hotspot. Then realize what you've created, and sell it for a small fortune.
