I need help anon's, I have a picture of a license plate from someone that just stole over 2000 dollars worth of my stuff and did some major damage to my property. The problem is, its from my phone camera and it was raining outside I already sent this to the detective, but I know that there has to be some pretty decent wizards on this board
Can anyone maybe help me enhance it to get a clearer picture? Or give me suggestions for programs I can get to enhance it myself?

csi isn't real, op. there isn't anything anyone can do with that "picture" your cellphone took.
You cant enhance it, did you really not write it down?
At least it was grand theft maybe the cops will actually do something.
