1) Gather files
THERE ARE CURRENTLY TWO RELIABLE BUILDS

Get one of those and the correct region and firmware update for your console that can be found here:

DO NOT FUCK THIS PART UP
get the 9.0 or 9.2 updates
2) when both are completed you should have a two zip files
3)extract the firmware update zip file and inside of it should be an updates folder. put that folder on the root of the sd card
4)extract the other zip file and there should be a folder called "sysUpdater"
5)take that folder and put it in the "3ds" folder of your SD card
6)run homebrew launcher preferably through ironhax or menuhax. If you don't have homebrew launcer set up yet go here: http://smealum.github.io/3ds/
7)find sysupdater in the menu
8) plug in your charger
9)click it and choose downgrade. if you get to this step and dont immediately see the option to downgrade hard reboot and try again
10)???
11) Profit
Give it a couple of minutes and boom you've successfully downgraded to a firmware possible of running custom firmware.

1) Gather files

I WOULD RECOMMEND TuxSH's build since its lead to less bricks compared to steve
Get one of those and the correct region and firmware update for your console that can be found here:

DO NOT FUCK THIS PART UP
get the 9.0 or 9.2 updates
2) when both are completed you should have a two zip files
3)extract the firmware update zip file and inside of it should be an updates folder. put that folder on the root of the sd card
4)extract the other zip file and there should be a folder called "sysUpdater"
5)take that folder and put it in the "3ds" folder of your SD card
6)run homebrew launcher preferably through ironhax or menuhax
7)find sysupdater in the menu
8) plug in your charger
9)click it and choose downgrade. if you get to this step and dont immediately see the option to downgrade hard reboot and try again
10)???
11) Profit
Give it a couple of minutes and boom you've successfully downgraded to a firmware possible of running custom firmware.
