2) delete any old hax payloads on SD card from when you were on 9.3+(if they're are .bin files on the root of you SD card delete them basically)
3)put starter kit and rxtools folder in the zip all on the root of your sd card
4)go to https://dukesrg.github.io/?rxTools/sys/code.bin in the browser so rxtools can install data for the first time.
5)once its done go into settings and choose "quick boot" and check it. now quit and this time run browserhax to install menuhax 2.1
6)once menuhax 2.1 is installed go to configurations and set it to autoboot. it will ask you to set a button to launch menuhax. tapping the touch screen is the autoboot option
7)turn off system and go download ctr boot manager from here

I made a, seemingly better, starter pack.
It should have everything required point-to-point to get up and running from scratch (pre-downgrade) to rxTools (excluding the firmware files). I also took the liberty of rewriting the firmware .bat file to be more streamlined.
I wrote a pretty thorough readme for the entire process, but some wording is either vague or nonexistent so fleshing out those would be nice. For instance, I could drop the hint at rxTools 2.6 since this pack provides 3.0.
Also, it works during any part of the process so if you just downgraded and don't know what to do next you could follow along perfectly by starting to set up rxTools.
