You can skip the grind in unlocking new mercs/loadouts by paying cash, but there are always 3 mercs on free rotation, and the 2 default mercs are top tier.
Loadouts provide small perks such as faster reloads and air strike warnings, so you are only at a minor disadvantage for not having them. Weapons featured on loadout cards are balanced around weapons of the same category.
