Nabooru feels like she would have the most potential from OoT.
I'm not sure, all of the cute girls I wanted (Midna, Tetra, Medli,) made it in. Toon Zelda was a bonus.
If they want to get obscure, Mila (the rich girl turned prostitute) from Wind Waker would've been funny.
I know Japan isn't aware/doesn't care, but CD-i Link or The King would've been fucking fantastic.

Licenses aren't even a thing. If your company made something you can use it everywhere around the world.
You pay your composers for music and the voice actors for voices, once you have those in the game you're free to use them worldwide
