Quest Start
Following after the hurrying trio and the thing that follows them, you step with increasing purpose as you are assailed by flashes of visions from your psychometric abilities. Ahead of you this pathway you have never walked before becomes familiar and terrible. Sights of death and grotesque suffering certainly would lay ahead, a killing ground for the malevolence which you have stumbled upon, had you not on a whim sought out a potential well of power for you.
Power ready to fall to your control once you seek it out. After you have dealt with this evil.
Dissonant echoes of the past fill you with somber rage, of the innocent and less so cut down by formless madness.
You are Mikage Chiba, clad in the robes and cloak as the mysterious hero known as Eclipse. Ally to Sailor New Moon and the new generation of Sailor Senshi, magical girls empowered by planetary magic to protect the blue earth you all call home. You used to carry that mantle, as Sailor Moon after your mother and elder sister. Certain trauma from your final encounter with your supposed enemy brought you to abandon that title and close yourself off from the people who cared about you.
Recent events have forced you out of that shell and allowed you to confront the uncertain events of that past and forge your own future.

Depends what you mean by all-human. Most settings have some kind of animal or plant besides humans.
If it's "non-humans are strictly NPCs", then that shouldn't be hard to do well, but you've already decided that any example I can give is not good enough so I won't bother.

Rifts was made during a time where AD&D was seen as the gold staple of RPGs, and as such is a hack of AD&D with 2-5 more dice rolls for any combat turn, and 100 more skills.

A federation of magic users, both good and supremely evil ones, with access to all sorts of crazy techno-wizardry in addition to their powerful magics, and a few godlings among them
And that's only a brief glimpse of what's happening in north america, leaving out the return of merlin in england, or the huge leaps in technology in germany, the gargoyle armies, the warlords of russia, the horsemen of the apocalypse in africa, the demon kings returning to asia, and FUCK SOUTH AMERICA.
Let alone the shit going on in the galaxy at large or the other two major galaxies.
But that is the one strength Rifts had, you could play more or less any concept or idea within it, and there would be a place for it somewhere in the setting, likely with stats written for it as well.

A few years back I partook in cleaning out a LGS of all the horrible grognard neckbeards. I was looking for some Shadowrun stuff, this was back when 4E came out. Turns out the place was run by an old highschool friend of mine that I hadn't seen in years. We get all caught up and I make my purchases but notice that there's this group in the back that's been giving me dirty looks since I arrived. I asked about it and turns out they were the local grognard clan. A group of NEET neckbeards that show up daily and chase away the regular customers except for their select friends. They don't spend money and they're generally assholes. The owner's too beta to chase them away so I offered my assistance.
The first that needed to be removed was the catpiss guy. Every game store in every country around the world has a catpiss guy. He's the guy that smells like catpiss. I brought my gaming group in and invited the owner to join us in our Shadowrun campaign. Shit was going to be cash. Low and behold, catpiss guy was there and tried muscling into the game. Just some fucking total stranger, and his plan was to nerd his way in with edition war lecture. So in the middle of his stammering speech on why 2e was the best edition of SR, I straight up asked him why he smelled like catpiss. Apparently no one had done this before. At first he denied it and after a few others in my group confirmed that yes, he smelled like catpiss, he mumbled some confusing explanation about a glandular problem combined some kind of spray that keeps dogs away. I don't know but it was the way he said it, we all just started laughing. He went red in the face and quickly left the building in borderline tears. He came back a few more times after that but any mention of catpiss followed by a chuckle, even in passing would have him run out of the store.

The next one to go was the Manwhich. Now the gamestore had a minifridge in the back game room for people to use on long campaigns or when a tourney was going on. The Manwhich had a tendency to steal peoples foods and deny that he'd done so while eating it in front of them. A food kelpto. From what I understand, this type of person is also common to gamestores, but not as common as catpiss guy. This wasn't his only sin though. He was a Magic player and liked to spit on his opponents cards while acting all apologetic. He had been escorted out more than once due to this behavior but always came back. Typically when stories of dealing with this type of person are told, hotsauce is involved in some kind of trick sandwhich. We weren't so elegant. Instead we took photos of him, flash and all, every time he was caught bent over digging through the fridge. We printed the pictures and posted them all over the wall that the fridge was against. We'd also make airplane divebombing noises to accentuate his fridge assault. It was childish but man did it piss him off; he did not like anyone noticing him doing his shit. Eventually people were just making fun of him to his face and he stopped showing up.

Next was the gamergirl. Of course she was a hamplanet, or porkbeast as we called her. Porkbeast loved attention. She dressed all whiteface goth and write poetry about her elf having sex with his slit wrists or something suitably edgy. One onf of the guys in my group had a sister. She was hot but had a case of bitchy resting face. She occasionally joined our campaigns and typically played elderly spellcasters, she loved them sarcastic wizened old wisewomen. Anyways, it came down to her to remove the porkbeast. She showed up while porkbeast was doing her routine and put her down in a way only another woman can. Everything was judged, openly and loudly. Porkbeast called on her fawning allies only to find that they had dumped her for the hotter girl. Porkbeast left and only returned every now and then to pick up something and never to stay for long.

Recently: You had a chat with Robert and you're less than enemies you think maybe. Vernon helped you with critical hit mitigation training. You've learned there's a more advanced type of mega-evolution. You just started your battle with Geno, the last Elite Four member.

Meloetta just transformed back into her regular form. You were able to calm her nerves a little, but not fully.
The crowd cheers as you take your spot to fight Geno, the last member of the Elite Four. The announcers play things up, doing a short bio on you both.
Geno is an industry leader at Prosapia Corp, a dragon master, and a certified genius. He rose to the top of the Elite Four at a young age, and holds the regional record for most recorded one-shot moves in league matches.
You know a bit more. He used to run Team Imperium in an attempt to minimize the total amount of crime in the region. He changed his mind about the approach and has been spending time trying to dismantle and fight it instead.
They do a short bio on you as well. The orphan from a small town that rose up from nothing. A badass with a heart of gold. The background music on your bio has a slightly evil sounding guitar. They do a lot of comparisons between you and Robin, framing her as an innocent sweetheart. It’s all technically accurate stuff and of course a lot of what you've been up top, good and bad, isn't public knowledge, but they’re clearly going for a theme. Nothing slanderous or mean, just mild bad-girl stuff.
Geno’s predator eyes narrow on you. He’s sizing you up. Aria takes a fighting pose, but you can see a nervous twitch.

This is Boruto Quest, a quest set in the universe of Naruto. It is during the generation of Naruto's son after everyone has graduated from their Genin exam. I haven't kept up with the series beyond the end of the original one, so this one is intended to recapture the feel of that time of Naruto. I will not be incorporating the main show or the Boruto movie's plot into the quest, although some recognizable characters will be present. You play as a 12 year old Chunin named Takeshi. You have been assigned a Jounin squad leader named Hanto, and your two squadmates are Kichiro, a young delinquent, and Ai, a strange social outcast of a girl. You are of average skill in most aspects, although your sharp intelligence, and your jack of trades skill set have brought you far. You have just recently graduated to a Chunin after winning the final tournament. You've been regularly completing missions as a Chunin, and making progress in training. You have a busy week before your next mission.

You're both soon approaching the restaurant. The sky is fading from twilight into evening, and there's a slight chill. It's sort of refreshing after a long summer of heat, however. Looking over at Ai, she's staring up into the trees as if there were something interesting. As far as you can tell, she's just daydreaming or something. It makes you laugh, your friend is strange.
She turns back. "Hm? What is it?"
You shrug. "Nothing. You're pretty cool Ai, you know that?"
Her eyes go a little wide in surprise. "Huh??"
Looking over, you spot the place. "Hey! We're here. It's this way, let's go! I haven't had anything to eat all day."
You rush off, and after a moment she steps after. The two of you enter the establishment, and are being led to your seats. Ai mentions that she would prefer a booth, and you don't really mind either way. As the waitress leads you, a voice calls out among the restaurant. "Takeshi, hey! Come sit over here!"

Is there a difference in power between a servant's skill, and a noble phantasm with a similar ability, if the two are the same rank?
For example, imagine my servant has a Cloak of Shadows as its NP, with a rank of B. Would this be comparable in power to the Presence Concealment skill at rank B?
Another example, Rider (Medusa) has the Mystic Eyes of Petrification at rank A+. What if the hero Perseus had the Gorgon's head as a noble phantasm, that grants a petrification power at rank A+. Would these two powers be equally powerful?
TL;DR Are noble phantasms inherently stronger, weaker or equal to skills?
