A) Change what it means to be a lich so it's not just evil wizards willing to sacrifice their humanity to attain immortality, thus letting good wizards become liches too.
B) Make the lich remorseful; 1000 years of loneliness tends to drive them mad, but there's always the chance a lich would swing the other way and realize "hey maybe other people are actually worth hanging out with and I should be less of a dick to them." He probably won't be great at doing good, but he's trying!

I think Menace and Skulk combine in a somewhat interesting way. The only ones it doesn't work great with are Deathtouch and Flash.

Literally a dead mechanic if you go up against a deck with cards of the same color, literally the best combat evasion mechanic if you go up against a deck with cards that don't share the same color and don't use artifact creatures.
Having cards that are only effective when your opponent plays specific colors harks back to the era of Circle of Protection, Boil and other ridiculous sideboard hosers. It's not modern magic.

General Changes:
All Space Marines with 1 attack in their statline get 2.
Chainswords (not close-combat weapons) gain Shred. Any model that can purchase a close combat weapon can purchase a chainsword for 2 points.
Boltguns and Bolt Pistols gain Rending.
Heavy Bolters become Salvo 3/4 Rending, Pinning
Assault Cannon becomes Heavy 6, Rending
Terminator Armour confers +1 Toughness, +1 Strength
