How do I deal with "suicide and re roll" players? The sort who treat their characters as nothing more than statblocks, take insane, aggressive risks, and if things go belly up,

I don't really want to kick someone for that, and I've found imposing penalties on the new character(s) causes problems if they're weaker than other party members.
Just recently had a game with a TPK, and it barely fazed the party. We'll just make new guise, right lol?
Give them really good items.
Then don't give those items to their replacements.
And don't allow them to be recoverable.

At least as of my latest example, I don't think that would work. They do seem resigned to loss of rank and equipment, and that doesn't seem to be enough deterrent.
I don't even think they care about "winning" or "losing" per se. As long as they have stories of the stupid shit they tried, they seem satisfied.
What exactly is the problem? It sounds like your players are having fun while taking whatever you give them in stride

Nah, just players RPing at each other.
There's a bunch of mechanics that make life on the station require some amount of effort. Some of the crew will be tasked with keeping the power going through solar panels or combustion engine, others might be tasked with healing people with bandages/medicine.
And then there's some people who have secretly been given a malicious task.

The Threefold (GDS) model identifies three main goals of RPGs; Drama, Game, and Simulation, with Drama being the story elements, Game being the challenges players would face, and Simulation being inherent consistency. These would later inspire the somewhat infamous GNS Theory, which classified systems and players as either Gamist, Narrativist, and Simulationist, which was followed by the GEN model of intentions (Gamist, Explorative, Narrative)

I find it provides a relatively clear outline and goals for a designer and GM, and while this model was primarily conceived with video games in mind, it holds up quite well with tabletop games. The latter pillar actually assumes a broader goal, encompassing not only each player's connection to the story, world, and characters, but to the other players as well.
The questions of "Is this good progress for the characters/story?", "Is this a proper challenge?", and "Will the players be able to connect with this?" should be the three a GM asks when making a decision about their game, and while they don't often have easy answers, they are all questions worth asking.
While there's plenty of room to complicate those three by adding more, I have a hard time calling any of them more important than Growth, Battles, and Connection when it comes to what makes players enjoy an RPG.
If you had to commit to a Three Pillared Model for RPGs, what would your three be?
Context, Challenge and Connection
The Context is the framework, the basic idea from which mechanics, fluff, characters spring.
Connection is the reason for players to give a fuck, their connection to the world and characters.
Challenge is just that, challenges for the characters to overcome, from which the story grows.
At least that's how I approach it. Really, though, every view is valid, even GNS, as long as you don't fully subscribe to it and let it control your ideas.

I don't care about any of the other armies you listed, but getting rid of an original book RT army would definitely be losing something of value.
Is it possible to play a multi-player game with separated characters? perhaps a forum play by post game. i want to play a role-play driven game and have the characters meet up midgame.
I am using a halfbaked homebrew system spiced up and polished by myself to make the rules easy and still concise sacrificing depth because it will be mostly roleplay

Sure, but I find it works better if you run one-on-one sessions at another time than with the main group.
Have the player whose PCs aren't present play NPCs, the NPC is important make sure a good roleplayer who's good at taking your hints play them. Anyone can play goofy minions. Make sure you spend ~15 minutes max on one half of the party before doing stuff with the other half.
I once ran a game of five people in which I did a solo adventure for each one before hand. Each adventurer captured an artifact or some intelligence of importance and then where chased by the bad guys into the same building.
The first group game started something like, " player A you crash through the window and the ninjas flood in behind you, player B you breach the ceiling and the mothmen chase you into the building, player C, you're spotted as you stroll through the door and a few patrons stand to surround you. player D your scroll teleports you and the goblins...

Be wary of stuff in the non-Core Mongoose books. Especially don't just hand them the Central Supply Catalogue and let 'em go nuts -- a guy on the Close the Airlock AP podcast did that and his character was getting like +30 to hit or something ludicrous like that, thanks to all the equipment and mods.

Tyranids are objectively the least evil race in 40K they never betray, they never torture, they never indoctrinate they are just trying to survive and considering how corrupt and terrible the galaxy is nothing of value will be lost once the nom it anyway. Tyranids are the future anons the biomass they will gain from your corpse will be used to mold something better, something perfect it's safe to say they came to punish the sinners and redeem them at the same time.
More importantly they also rekt marines which is always nice.

Can a necromancer reanimate leather?
It doesn't have connective tissue to move with, but neither do skeletons. And I could easily imagine a necromancer flaying the skin off someone and animating it as some horrific flying strangler. So why not leathers or furs?

Skeletons don't have muscles either.
Which made me thinking. The question often comes up: how can a skeleton, which is only bare bones, move? And the answer is often lol magic. But could you use reanimated leather to make them move, to act in a similar fashion to muscles?
It makes no sense that you can reanimate skeletons without any connective tissues to provide locomotion.
In my game I run reanimated skeletons as being bone puppets suspended by evil magic. Attacking the skeleton disrupts the magic that binds it together. The skeleton's strength comes from the force of the magic that moves the bones and it's intelligence is provided by the spell.
Zombies are easier, since their locomotion comes from the mostly intact tissues.
Setting up a Prokhorovka megabattle at my FLGS for next month. Trying to balance the lists and reserves is a bit challenging. I want to prevent a big traffic jam for the soviets while still giving them enough tanks to advance.
