As a DM, is it acceptable to narrate PC-NPC interactions vaguely and in third person?

I know it's bad form, but I have a hard time narrating character personalities and how they'd speak when put on the spot
It's bad form to rely on it all the time. It's acceptable, however, when there's bigger things going on and you don't want a flood of interactions for minor things slowing down the game.
I don't mind that, if I get the same courtesy in return.

The coalition. More accurately, the mega damage d-bees further to the north. The ones that absolutely want to wipe out humanity. These things are naturally mega damage, the coalition just doesn't have the resources or the manpower to properly fight these things outside of chi-town. Hey /tg/, me and my group are nearly done with our starter campaign and the group has volunteered me to be the next DM.
So what's a good way of breaking the ice with being the new DM and getting the group accustomed with my methods?
Is there a certain way that you DM? Or do you just wing it and see what happens?
I'm pretty anxious on being the new DM so I'm asking if you can give me some pointers.

It's pretty much the huge sore point for our entire party. We thought it'd be some special circumstance where dragon and rider have been bonding since both of them were children, but nope. They go through a program and pop out the other end knowing how to ride dragons. We all want to learn. I'd suggest not arbitrarily choosing to "spice things up" without player input, especially where it comes to party rivalry.
Work really hard to GM and throw a bunch of ideas and plot hooks at them.
