What would a sci-fi setting based on Eastern instead of Western culture look like?

By the time you finally arrived on site at the Ninth Division barracks, people were already milling about in anticipation of the exercises. You spy Kenpachi prowling around with a bunch of bandages poking out from under his uniform, looking a bit more disheveled than usual. His pint-sized Lieutenant looks out on the crowd with a bored expression from his shoulders. Other Divisions have sent their Lieutenants. Notably you spy Tetsuzaemon in the crowd giving you a curt nod of acknowledgment, Lieutenants Kotetsu and Omaeda speaking quietly with Kira away from any of the other groups, and Lieutenant Hinamori speaking with Captain Hitsugaya closer to the range.
No doubt they've come to see what these “arrancar” are capable of, and will be reporting to their respective Divisions upon their return. Which is fine, that's part of the reasoning behind showing off their capabilities like this in the first place. It may however be a good idea to ensure that the highest ranking officers have a chance to speak with the arrancar, to give them all a better sense of each others' personalities.
Starrk seems as bored as Lieutenant Kusajishi, and though it seemed impossible Lilynette seems even more bored than that. Halibel and Apacci seem at least vaguely interested in their visitors, though you can tell Apacci in particular is also a bit uncomfortable. She may well feel a little more like an animal in a zoo rather than a partner or ally.

You need a setting where magic is rare, and even wizards who can use magic will rarely use it.
The intrigue of magic died when wizards started using magic for mundane, everyday activities, such as lightning candles and levitating books off of shelves and into their hands.

Lots of people (and a bunch of fiction obviously) play Good aligned characters (yes paladins blah blah etc) as having a stubbornness where other people cannot dissuade or discourage them from doing the 'right' thing, like this is "admirable" thing. We call it having strong moral fibre. And yes, it's admirable.
In the eyes of evil it would be fanaticism or insanity, but resisting the temptation to bend a few rules or take the easy way out is seen as quite heroic to most people.
