The typical speed-up aspect is certainly there and everywhere. Actually moving fast enough to exit a non-up'd person's perception of time is a bit too much, though. Most pilots also don't get the kind of "time perception" boost to their speed-ups in as would Kabuto Riders in clockup-time, whatever it is; I'm not intimately familiar with Kabuto's settings.
Bottom line is, I don't know of any mecha occupy the "physically move fast enough to make falling raindrops look non-moving" tier, they either just pile on the speed additively or skip that level and move to straight-out teleportation and quantum positioning prediction blahblah.
I suppose a few examples might exist with the Shura in SRW, but don't take my word for it.

How is Tetsujin 28 compared to Shin Mazinger Z and Giant Robo? I like both of those shows, but they did seem to be kind of the same story just in a different aesthetic package. And now it seems that Tetsujin has the same design as Robo, so I'm concerned if it's worthwhile.

Honestly the same goes for Tetsujin really. It touches upon the exact same themes that Giant Robo does, so if you've seen that one and you don't blindly eat up everything you watch, you'll probably not enjoy Tetsujin as much. I saw Tetsujin 28 first and when watching Giant Robo I couldn't help but think "Oh, this is really similar to Tetsujin, right down to the character types, VAs and themes"
So if you like Imagawa's heavy handed schlock and wouldn't mind just more of the same, just go ahead. You just won't get anything you haven't seen before.

For some reason (actually to see how production held up after all this time) went back to AGE to see if it was as bad as we say and made this. For now episodes 1-15 are planned to be released, edited sage subs, 720p, reasonable filesize.
Production is surprisingly good, visuals are rather sharp and the mecha move pretty much all the time and they move well.

Woolf introduction episode is pretty nice.
Fardain isn't anywhere as bad as I remember but the episode where they meet donkey kong is painfully weak and leaves a lame aftertaste.

Titus Gundam was actually pretty fun. Grodek carries much of the first generation.
