Probably a compact of sorts. Go to a gunstore (bonus points if it's a range and they let you shoot the pistols). Feel up some pistols in your price range to find which one fits best in your hand. Axis is kind of an el-cheap-o rifle that he's liable to outgrow later on, but if you're not rich it's an OK place to start. A .22 rifle would probably have been better, but a lot of newcomers really don't want them because they figure if they're only going to own one firearm it better have some more versatility.
Savage Axis is a good gun and tends to be priced well. If he wanted .308, his call, though I'd have pointed him to the cheaper to shoot .223 myself.
