You have to fill out an FFL at a licensed store to allow them to legally recieve and transfer firearms from online, if that's what you mean. Usually it's pretty cheap.
As for cheap handguns, used they start at about $200 but you get what you pay for. Avoid anything called a HiPoint, it's a complete piece of shit.

Listen, I've owned a lot of 9mm pistols and while the SP2022 is decent VALUE (at $400) it has a lot going against it.
>extremely top heavy
>bulky in all the wrong dimensions and relatively short barrel for size
>trigger is uselessly heavy in DA and mushy in SA, and brakes way against the frame
>mediocre grip shape and uncomfortable texturing
I got mine for $390 brand new and couldn't sell it fast enough. The quality was pretty good but I've never felt a gun that felt so top heavy and found the trigger just unacceptable for a range toy.
I've since moved on to a Sig P320 and am very happy. Basically, the SP2022 showed me that (to me) DA/SA is a meme for a range toy other than revolver. I wanted to like it so much but it's proportions and weight are just all wrong.
i cc the 9mm version daily. a lot of people that don't know better think its one of the more expensive models.
i like it, but the mags are kind of expensive

The most noticeable differences are in balance, overall weight, sight radius length, and draw speed. The last one only matters if you're in cowboy action shooting (or you have to take out a guy who's aiming for your heart). Try out a bunch in the store, and see which one appeals to you the most. You're not going to see a huge performance difference in the long run, so stick to the one that you feel is best
Recently recieved a cz model 83 as a christmas gift but dont have mags, some people want as much as 50 a pop for them, are they really that scarce? If not where is the best place to get them at a fair price?

Alright, so as we all know gravity isn't the same on other planets as it is on Earth, there may be some places that come close but for the most part it varies.
