See bigger. Get better paper, better tools, and then learn the basics, but make sure to approach them in a way that is satisfying to you, or else it can get boring af

Basically start with drawing staples (anatomy, still life, point perspective, figure drawing, speed and action drawing, landscapes, line or contour drawing, cross shading, detail, lighting, etc etc) do some practice work with different types and styles of drawing and techniques then see which you can apply to an existing drawing or a new idea to make it better than the last.
The key is understanding and practice. The only thing that makes a great artist better than a good artist (or doodler) is understanding what to do to improve a work and noticing where that improvement can take place.
Your sketch for example is not bad in terms of anatomy but some areas are off (head chest hands muscle structure) your lines are rough and either imperfect structurally (ie not conforming to reality, gravity, organic curves, perspective shift etc) or visually (straight lines that aren't straight, redrawn sections, guide lines, imprint lines too prominant) and overall the thing that brings you down (possibly in your own eyes more than any) is time. I won't persume to give an exact time it took you to do this piece but I'll wager it wasn't a long time.
I would not call myself a great illustrator but I'll happily spend more than 3 hours on a drawing before I call it finished (that may not be in one sitting). Granted not all drawings take that long but an hour on a good peice (A4 with moderate detail and shading) is quick.
even a throw away doodle will take 15-20 minutes to put to paper.
TL;DR practice some techniques, apply them to pictures to get better, spend more time and effort on your works. Don't be afraid to go back and spend more time making works better after learning more. practice practice practice

I have a difficult time with depth and shadows and I don't know how to work on it.
How do I make myself give a shit? How do you guys make yourselves care about your art when you just....don't care? I can force myself to sit here and try and draw for hours and nothing I like comes out of it and because I don't like it nothing good comes out.
I think a recent string of events in my life has left me somewhat depressed and hopeless, and even though I am motivated enough to get myself to work I can bring myself to care about anything I make and as a result it sucks.
What do I do??

You're digging and laying in your own grave because your slowly sinking, comfortably.
It's not life or death right now, it could be later, but right now, your living conditions could be what I would call comfortably uncomfortable.
I don't know to fix that because I'm in fucking rut as you, but at least I can give you at least a little bit of insight. Habits are hard to break, and you will fall and falter, but if you make a conscious effort to change each day, slowly you will change, for the better.
I don't know maybe these are just empty words, but at least know that everyone goes through this at least once.
Decide that art is going to pay your rent. Potential homelessness is a good motivator to get work done.

But I guess, to be fair, my habits aren't perfect in the first place so maybe I should try and work on those before I decide I'm hopeless.

There's no focus. Poor composition. And at the end of the day 99% of all photo manipulations are bad, even the "good" ones are bad. It's honestly the worst form of digital art I can think of. It takes something real special to break out of that collage aesthetic and achieve that 1% of quality.
But if you want to make this picture work, you have to get rid of almost everything in it. Pick a focus and have whatever is left in the image hinge upon that focal point. As it is, you have 8 random photos evenly spaced apart in the composition, all are about the same size and all are equally boring.

I want to start coloring my drawings and I followed some tutorials. Im using PS but Im totally stuck at this point :

What do we draw?
