I disliked Civil War. They forgot about the accords, the dialogue was hamfisted and they managed to make Spidey TOO ANNOYING. I hated the shaky camera in most of the fights and the only thing that saved the movie was the third act even thought Tony motivation was stupid as "Martha". Also, while Zemo was enjoyable he was still a walking cliche, but it will give him the benefit of doubt until the second movie he appears.

My reasoning for Hank is he clearly has a set of standards that he very rarely detracts from. Normally this would put him in LN, but his underlying motives seem to be for altruism and goodness (his own definition of goodness of course).
