Considering that we dont have a meaningful understanding of what the fuck hard light would entail or a model for its behavior, I dont think thats safe to say.
At the very least, it can exert a normal force on something, so we have to assume that as it can impart energy, it has energy to impart.

I remember when he was announced and everyone thought an asian Hugo was was dumb as fuck. Then we got the first photos and he looked exactly like Strange.
