Basically, he isn't allowed to. If he uses his magic to directly influence events, then he will be stripped of his power. He can certainly push people in the right direction and can influence people's opinions in a normal fashion, but nothing more. He certainly is powerful enough to have won the battle of Pelennor fields by himself, but he would have been stripped of his power and status had he done so.

I must have watched this 50 times on VHS when it first came out when I was six. We would have big cookouts at my aunts house all the time and my sister and I were the only kids so towards the end of the night when everyone would start drinking they would put us down by the basement TV to watch this.
