Why didn't Blofeld's brain torture seemed to have none of the effects to Bond? Is there an explanation in the movie? Was Bond just lucky? Or did it actually work an the last 30 minutes of the movie is just in the mind of a lobotomized Bond and we don't know it yet?

The writers didn't care and audiences these days are too stupid to care. You'll remember that seconds after the torture failed to work (or do literally anything) there was a large action sequence with multiple petrol explosions and Bond pew pew shooting bad guys. That calms the normie's brain and lets him quickly forget any perceived inaccuracies.
The second half of this film really failed to deliver on a somewhat promising first act/half.The whole 00 retirement plot line was piss poor. Im just not sure what the writers were thinking with Blofeld and his motivation etc. and how it all unravelled, it fell totally flat.
