The plan was to disarm the near-war situation that has been escalating during the movie, it never really was a definitive solution, but to give a similar "punishment" to everyone involved (the USA got dead people in NYC too so the "you created him" argument would be quite invalid).
Also, the big issue was energy, once your have a clean, easily available and near-infinite source of energy your problems are solved much easier, Watchmen is far from being perfect I agree (mainly because of some stupid comic books narrative gimmicks that don't translate well in a movie), but it's still a very "ok" ucronia.
