That and it wouldn't function any better than what we have. Its all good and well to ballistically outperform our current firearms tech, but when that comes at the expense of practicality, reliability and longevity, it isn't worthwhile IMO. Chemical is simply a far more efficient way of storing energy, so powder isn't going anywhere any time soon.

Marlin actually got bought out by a company that's turned the quality around. Anything 2015 or newer is as good as their old stuff.

The thing is, people just don't want to pay for nice stuff. You want a nice new revolver? Buy a Freedom Arms. But it's going to cost you $2500. Dame with boots. Level IV plates? With shitty surplus 8mm, probably not. Initially, anyway. Keep shooting the same plate with anything and you'll break it eventually.
The Mauser fires an 8mm cartridge, which is more powerful than .50 BMG. So yes, it will penetrate armor.

So my dad just got his new concealed carry pistol, it's a Ruger 1911. Not exactly sure of the exact model. How good is it /k/? Pic very related.

1911s are shitty carry pistols, they are heavy and large. Anything smaller than a Commander sized will also be rather unreliable unless it's something like the P938.
.40 and .45 are both meme rounds for people who don't understand ballistics, such as yourself. "Glocknade" is a meme from gen 2 Glock 22s not being able to handle overpressure ammo that they weren't rated for, which was promptly fixed. That being said, there are tons of good carry pistols that aren't Glocks.
