Liberty is the best budget-minded safe series you can get. Avoid anything not in the US/Europe.

That being said, the lowest level safe I'd feel comfortable putting valuable guns in would be an AMSEC or Sturdy. Ideally, one day I'd like to get a legit safe (not a gun safe), something large with a TRTL 60x6 rating for all of my really expensive guns + NFA items, but I don't have a place to put one.
