OP is a guy who doesn't understand how writing for a show works. One of the big factors is that you have to find some interesting character attribute that you can "hook". Janey and S&T really weren't compelling or interesting characters that had anything the writers could work with.
Do you know that Milhouse's first appearance wasn't on the show proper, but a Butterfinger commercial. The writers decided he was just interesting enough to retain as a character.

Autism's boundaries are stretched too far for the sake of PR and money, practically becoming what ADD was, which is why it became a joke. Directly calling someone autistic wasn't really what the joke began as; it stemmed from people self-diagnosing random shit they did as "autism." The progression of his art and animation style suggests to me that he might be on a gentle slide off the deep end.
