Yes but the problem WWE has is the opposite. They have great in ring talent and a handfull of excellent talkers. But the creative team either doesnt know how to book a wrestling show ir refuses to put effort into it.

They might as well be. It's disappointing, because most of my favourite finishing moves are submission holds, but these days, tap outs never feel exciting enough. Compare when Jack Swagger puts in the Patriot Lock to when Kurt Angle held the World Heavyweight Championship. I think they're just stuck in a liquidity trap of sorts. They want to build new stars, but the product is shit so they have to rely on old stars. Hence, when you give the new stars the ball, people immediately lose interest and they have to quickly go back to the old stars.
