Check if your GPU fan is spinning or spinning at normal Rates Per Minute for its load. It could be broken or your thermal paste might be dried out or a problem with your case airflow (unlikely)
Make sure the temperature reading isn't faulty so use other software to check as well.

Anyway there is no iOS 9.1+ jailbreak yet so you're out of luck unless it wasn't updated, which is unlikely with how the phone pushes you to update.

"Jailbreak" is running your own code on the phone; "unlock" is running your own code on its wireless modems.
