Alright, but actually, they kind of do. They fit the design philosophy that has always been present, that is obvious. But you have to keep in mind that Sugimori was quoted saying some time recently that for the 7th Generation they wanted to take new designs back towards the aesthetic of the 1st and 2nd Generation, and this is evident in these new leaks. Just look at the prominent, angular muscles, very reminiscent of a lot of early Generation...

Read the OP, that is addressed. It actually does line up with the way muscles were drawn circa Gens 1 and 2, plus, Sugimori doesn't actually do the official Pokemon artwork anymore, as he most likely has stepped down.

Lugia and Ho-Oh aren't related to that in any way. Sure, their intro sequences have the sun/moon in the background, but that's just because it's fancy and representative of the day/night mechanic GS introduced. The legendaries themselves have literally zero to do with sun/moon or night/day.
