They're meant as a lead-in to the Tribunal expansion. There are mods to disable them from spawning until later, I think.

I don't know, I mean Okami was pretty unique. But I doubt it was as revolutionary as Devil May Cry 1. Devil May Cry spawned its sequels and other IPs like God of War, Bayonetta, Ninja Gaiden on the Xbox, etc..
