I blame Konami.
It wasn't finished, for starters. If I had to "fix" it I'd just finish all the plot missions and spread all the 30-something missions we already have on the three acts and add back Ground Zeroes.

Nice tactile bump, quiet, and with the o-rings, smaller key travel and near-instant reset
Then again, I hate backlighting and use a 60% model, so feel free to disregard my opinion.
