It's a weird habit I've gotten into.
Sniping in TF2:
>Enemies flying through the sky
>Headshots aren't guaranteed frags
>Spies can sneak past you easy
>Enemies move faster and are more erratic
>Sniper requires charging for max damage
>Surf rockets to escape from damage
Sniping in CSGO:
>Aim anywhere but legs for instant kill
>Strafe into cover if flashed

You left out the part where an awp is 5000 dollars, whereas you just get a sniper for free in tf2.
Whenever some kid is only able to get kills with the awp or scar in csgo they get their shit rekt in competitive because they lose every other round and can't afford those guns anyway.

you need the right firmware which is now ancient.
If you have a 3ds on 9.2 or older firmware, yes (though methods to get CFW without Gateway card exist).
You have access to all 3ds games and the e-shop

It was inferior to 3, and mainly cobbled from re-used assets, but I don't think it stopped being fun and wacky.

God fucking dammit, why did nobody tell me that Hotline Miami 2 was so much more shit than the first game?
First of all, the levels are MUCH larger, and there are way more see-through glass panes, which makes the shift button a necessity. And, since the levels are larger and there are glass panes everywhere, you will constantly get shot from across the level by enemies which you can't even see with the shift-looking. Loads of unfair deaths. Also, there are way more guns and way more enemies that require more than one shot, making melee useless.So, what you end up doing is peek-a-booing from a corner until an enemy sees you, and when he is near, shoot him. Then go to the next corner and repeat for the rest of the game.
Remember the 10th level (Hot & Heavy) from Hotline Miami 1? With the absurd amount of glass panes and loads of enemies you can't see (but they can see you)? Imagine that one level made into a whole game. That's Hotline Miami 2 for ya.
I never would have guessed that levels where you aren't allowed to kill (Writer's chapters) would be the best levels in a fucking Hotline Miami.
The plot is just a clusterfuck of timelines, characters and stories (some of which aren't even resolved properly) with plot "twists" everywhere. The ending also sucked. But nobody follows the plot, so that isn't much of a complaint.
It seems like the only thing they didn't screw up was the soundtrack.
Oh, and the fucking level editor is a disappointment.

Hotline Miami 2 was the first game I got refunded on steam. It was such a damn disappointment.
