Because exposition just gets in the way of the gameplay. Instead it has a strong aesthetic vision that works with the gameplay to create striking moments and characters. It'spaintematic.And it's beautiful.
About to play Oblivion for the first time. What should i expect?

Yes oh god yes.
IV has better gameplay mechanics than V. V fucked off gameplay for spectacle and cinematic setpiece moments. IV has more enterable buildings, taller buildings, better physics, better pedestrian interactions, better gunplay, and better radio. The NPC health and object interaction (shooting guns and other items to the ground, picking up those items, no OHKO melee, how pedestrians act in response to the players actions, cops arresting NPCs, etc.) are great.
The downsides of IV are that the missions are slightly repetitive and that your buddies constantly ring you up, but both of those problems are solved in the DLC episodes.

Simple HD TV. I dont see the difference in most shows/movies that I watch since most are designed to be displayed at a lower resolution then what your TV can display, for consumer usability.

It's great, don't listen to the idiots who say it's hard cause you grind a lot.
Anything can be beaten with proper strategy.
Not sure why would anyone even grind in the beginning.
Anyway, sidequests might get a bit tedious at some point but they give great rewards.
