You're comparing luxury vehicles constructed in the height of the Republic to whatever scrapheaps could be cobbled together in a time of galactic turmoil. Empire ships are efficient and utilitarian, Rebel ships looked like they were held together by gum and rubber bands. Nothing wrong with that. As for locations, Bespin looked pretty clean and advanced but the rest were all backwater towns or uninhabited planets.
