If you think about it, the Joker was indeed right. Sure, in the end the boats didn't blow each other up, but on both of them the majority of people were willing to turn on each other and blow up the other boat to survive. In the end only individual occurences of cowardice and bravery on different boats stood in the way of Joker's plan. So yeah, he was definitely right about the majority of people.

Really bad movie but I always liked the Ricky Fitts character because from age 13-18 I was the autistic kid who filmed everything.
