If hours go by with no response to a large number of obvious off topic/banworthy threads, that clearly would be shitkicked normally, THEN start complaining. You can't expect a response time in minutes 24/7; 4chan has never been that sharp to begin with and if you get moments like that where you see responses in minutes/seconds, know that that is a pampered luxury hardly anyone outside /a/ even knows of; you don't realize how good you have it when boards like /tv/ can be stuck spammed porn eating half the catalog for multiple hour stretches.
If a borderline thread was left up for a day or whatever they clearly are aware of the thread, and left it up because it may not be breaking rules. Sometimes those questionable threads turn out fruitful conversation, sometimes not; that's what borderline is. It is outright necessary to be challenged sometimes to have a rounded perspective. /a/ isn't a hugbox; mods and jans won't ban someone just for having shit taste (even if they very much want to), or for insulting a show or shittalking your waifu etc; it is up to you to shun such faggots and/or set them on the right path.
You must also consider that threads that drag people out of their generals to talk to one another, in order to stymy the shit general trend, are not a bad thing either. It is also unrealistic to assume you will like every one of those wildcard threads, but it's give and take because other people might not like threads you enjoy. The board will not accommodate to any one special snowflake otherwise hardly anything would be allowed period besides concentration-camp strict general hugboxing. Which is what most other shit forums are and you should go to if you get super butthurt at the lightest tap.

Several weeks ago I was banned from /v/ for "offtopic posting" when the topic was YU-NO (see: picture), a Japanese point and click adventure game. One entire week of a ban for posting a video game.
When I sent an appeal, it was rejected with no response and my ban was extended by a week.

This is the general evolution I remember of that, at least how it occurred on /v/ and /a/:
1. Costanza image with oversimplified condensation of the other persons position, with quote tag/arrow/greentext.
2. Costanza image with even shorter version of before.
3. Costanza image with ">implying/implying implications"
4. Costanza image with simply ">".
5. Costanza reference, as in ">costanza.jpg"
6. No more costanza, simply ">implying".
During this process the shorthand version with the now famous image along with some variant of ">shiggity", often referencing the current year, long before that become a meme of sorts.
It is kind of impressive just how rapidly we managed to remove text and rely almost entirely on extra-linguistic information for it to make sense. I mean now, on most boards, you can simply respond to a post with "[insert meme image name.jpg]" and 99/100 anons will immediately understand the reference.
Our own version of netspeak through imagery and references to imagery as opposed to obfuscation of phraseology and abbreviations. It's kind of impressive, the more you think about it. Not the mostly braindead individuals involved but the overall organic and rapid memetic changes of the idea landscape. This is the sort of shit marketers and advertisers should be trying to study closer as a means to really click with an audience.
