Consider that Reddit prior to 2009 was a ghost town. Digg used to be what Reddit is now, complete with all the painful meme appropriation and justice warrior cancer, but lumped into one giant 'board' and not split into subreddits... And then one day they pissed off the userbase by rigging their front page to show paid content stories first. That's what set off what became known as The Great Digg Migration.
People like moot and snacks and shii all joined reddit in 2006. Back then reddit didn't have subreddits either and was used for different things by different people than it is now.

Everyone complains that the janitor and /tv/ are the cancer ruining /co/ when in reality the real problem is with these obsessive neckbeards. How do we get rid of them?

/co/'s problem is its topics just don't tend to attract good crowds. You have capefag manchildren on one hand and tumblr shits on the other. Furfags lurk in the shadows (and always have there actually) because cartoons are what made them that way. Very PC and pro-tumblr moderation makes for a leddit-friendly audience too, which only compounds on the issues. What's the problem with all these people? They get too clingy with singular titles and are unwilling to branch into a more balanced approach to the medium. Many /co/cks aren't there for comics and cartoons as a whole, they are there 90% of the time for either one single show's nonstop circlejerk general, or to shitpost pro/against marvel/DC.
This is markedly different from how /a/ and /v/ are willing to talk about different shit as it pops up. /co/ has less material to talk about than these other boards but instead of just being a slower board as a result insists on eating its own shit endlessly in very active general threads for 2-3 shows only.
In between this terrible reality, there are some people who while often are irksome nostalgiafags are open to new shows but don't get too much into them, and also the few people who aren't hugely one-sided with their taste in comics, and people who don't get fucking stuck being 100% autistic with with one show at a time like most of the board. Good flexible users can jump show to show, genre to genre etc and have good overall knowledge and background of the medium. That's a real fan, someone who actually knows his shit and doesn't go head over heels for any one show because he frankly knows better, that it's just not fucking worth the time to talk about shitty fanfics and Steven Universe tulpas all day.
"/co/ is love" = newfag acceptance, which really killed the board because it's the newfags get easily get super autistically clingy with the one show (because they can't actually talk about anything else, because they don't know much of anything else topical).

That way, /b/ will eventually die but it will happen so slowly that the users won't even notice.

A better idea would be to slowly increase the captcha difficulty. Then set up paid accounts to bypass the captcha, and eventually there will only be paying customers left.

That's not really fixing it though, and its useless, underage, edgy unfunny users would probably just go to other boards, likely other ones that aren't directly topical like /int/ or /r9k/, which already have problems enough as it is with /b/ tier garbage shitting them up. If they moved to [s4s] it would be instantly ruined.
Ideally, one could pontificate ways to fix /b/ such as moving porn threads to /s/ (or /aco/ or /trash/ or whatever), "rate me/my gf" type threads to /soc/, advice threads (anything going "help/wat do" etc) to /adv/. But as easy as that sounds, you can't actually do that, because /b/ is intended to hold whatever topic regardless if other boards could suit them better. Even if you did make huge efforts to chemo it, most of the original user base wouldn't come back because the more topical boards there are, the less there is any reason to be on /b/. The parade of new boards has gradually stripped more and more of any reason to want to use /b/; the infrastructure in place to suck it dry of wit/humor was around by '06 hence within a few years the place became unrecognizable.
Even if you had a mostly /soc/ and porn-free /b/ focused on trying to be light and quirky you'd have something maybe like [s4s], which is an okay board but also not that exciting unless you're 12-14 years of age (physically or mentally).
No normie will want to associate with pepe now that it's a symbol of white supremacy and neo nazi's.
