In Germany, we have huge stock of empty houses from foreign investors who bought those as securities (ironically many of them are rich greek who don't trust their own country).
We have a big housing problem with the young generation, where even the most shitty appartments are overpriced to hell and back, because said investors would not rent those places out to appropriate prices, they are waiting for some people who don't give a fuck about the housing prices that can just lap up their overpriced shithole.
To that end, they're having their property be unrented for years, because that's cheaper for them than renting them out to someone who needs it.
And it's not like people have a choice, if you're fresh out of school and want to start your university life, you're really fucked for housing right now.
