There was a shift from 20% to more than 70%, I'm not saying that it wasn't significantly higher than whites, it was (if I remember correctly whites were around 5% before the new welfare program) but it increased most in the black community. I know there are genetic factors, I have my degree in biology and there are hormone levels that control how males bond to their offspring and they are noticeable lower in black men. A few years ago, my sister and her then boyfriend (now husband) were living in an apartment complex and one of the other tenants in the building was raided by police. That same day she found a kitten outside the door meowing to come in, so she took it inside before ultimately dropping it off at our parents' place. We all suspected the cat was a pet of the raided tenant since it was litter trained already. The kitten was physically fine, although I think it was probably abused in some manner since it still has major issues with being held or even having its mobility restricted in any way.
tl;dr some blacks were keeping a kitten in an apartment that didn't allow it, ended up getting raided due to being connected with I think a robbery, kitten made it to a loving home, the end.
