Russian President Vladimir Putin signed a decree Monday to dissolve the country’s Federal Space Agency Roscosmos. The responsibilities of the space agency will now be transferred to the Roscosmos state corporation, which was established earlier this year.

The Russian government will “ensure the continuity of transfer of the powers and functions of the abolished federal space agency to the state corporation for space activities,” the Kremlin said, in a statement released Monday, adding that the new entity will take charge on Jan. 1, 2016.

The decision to liquidate the federal space agency and turn it into a state corporation was taken in January 2015. At the time, Igor Komarov, the CEO of United Rocket and Space Corporation -- a company established by Moscow in 2013 to renationalize the country’s space sector -- was appointed as the head of Roscosmos.

“The Federal Law aims to improve the management system in the space sector and maintain and develop the space and rocket industry’s scientific and production potential in the interests of strengthening Russia’s defense and ensuring national security,” the Kremlin said, in a statement released in July, after Putin signed the bill into law.

The overhaul comes at a time when the Russian space program is trying to recover from a series of major setbacks.

Earlier this month, Russia said it lost one of its defense satellites after it failed to separate from the upper stage of a three-stage Soyuz rocket. Prior to that, a Proton rocket, carrying a Mexican communications satellite, developed a malfunction just eight minutes into the flight in May. That incident itself came close on the heels of a previous failure in the Soyuz, which suffered a breakdown in the third stage after its launch on April 28.

The amendment radically changes how rulings are made by the highest legislative court, the constitutional tribunal, and its signing by Duda follows warnings from the European Union and nationwide street protests.

“This is the end of democracy in Poland. They have broken the country,” Mateusz Kijowski told the Guardian. The figurehead of Komitet Obrony Demokracji – whose demonstrations in the past three weeks have drawn tens of thousands of people on to the streets – called for international condemnation of the conservative nationalist Law and Justice (PiS) government, which was elected in October.

“The United States and Europe need to speak loud and clear in condemnation. They must help us, otherwise Poland will leave the community of democracies,’’ he warned.

After news broke on Monday morning that Duda had signed into law the constitutional tribunal bill, he made a speech on television defending his move.

“I think the solution greatly enhances the role and independence of the constitutional tribunal. I believe this act brings to a close the dispute around the constitutional tribunal,’’ said Duda, a lawyer by profession.

Poland’s crisis began last month when the government appointed five judges to the 15-member tribunal.

The amendment, passed through parliament and the senate over Christmas, requires the court to adopt rulings by a two-thirds majority with at least 13 judges present. Critics say the move will slow down the court and is intended to force it to include the five new judges, who are seen as close to PiS, or leave it unable to pass rulings.

PiS gained an absolute majority in the 25 October parliamentary elections, five months after Duda, who is also from the party, was elected. It is the first time since the end of communism that Poland has been ruled by a single party.

Nowacka said: ‘’David Cameron wants to limit the rights of Poles to claim benefit. The Polish government will have to listen to those threats and, through them, could perhaps be forced to see reason.’’

Polish newspaper Gazeta Wyborcza quoted US sources saying Barack Obama had objections and had let it be known he would delay meeting Duda. The newspaper also suggested Poland’s hosting of the next Nato summit – planned for July 2016 – was in the balance.

The European commission vice-president, Frans Timmermans, and the European parliament president, Martin Schulz, are among those who have criticised the tribunal change.

For a big event, like the Superbowl, a big drone-free perimeter several miles in radius gives security plenty of warning. And stadiums already have large-scale signal-jamming ready to go; if you can shut down cellphone bands during a bomb threat, you can shut down RC frequencies as well.
If that fails, you can bet that the snipers they keep on the roof during events like that have already started training to shoot those things out of the sky.

Converting an otherwise noncompliant vehicle from diesel to ethanol or natural gas (or even propane) is a cheap way of making compliance AND averting cap-and-trade pollution taxes. Many bus agencies and power companies (such as PG&E) already made the switch

however, due to the nature of ethanol (it has to be imported from the midwest), most companies prefer NG or propane because it's more plentiful and readily available
