What are the common political and general beliefs of those in the current, modern "punk" scene? Every self-described punk that I've met recently seems to subscribe to liberal Democrat politics and general tumblr politics like telling others what they can and can't say, which seems very contradictory to what punk was about in the first place.
Can anybody who's a part of this please enlighten me?
Depends if you mean the actual, proper punk scene or the "punk" scene.
The former is largely a libertarian leftist perspective.
The latter is a racial/gender politics focused mish-mash of liberal and socialist principles.

I imagine there's more than one "scene". The punks that I'm familiar with are leftists, and wouldn't consider the dems to be left leaning at all.
Also gender politics etc isn't antithetic to punk ethos. Punk is supposed to be anti establishment. If your establishment is sexist and racist, then asking people not to use slurs isn't anti free speech. These people are striking back at things that hurt their communities.

But really people who still consider themselves punks nowadays? There's a few but they all killing themselves so I mostly call them suicidial nihilists. Is drug addiction a form of politics?

Try the White light one, it´s probably the most digestable one I´ve heard from them, try Blind, Love will save you and maybe Better than you.
Chronologically from Filth, don't listen to people who say to start with To be Kind or Soundtracks, they aren't good starting off points.
Filth is kind of harsh no wave, but it's stays sort of accessible because it has 2 drummers and is almost "groovy" in a way (drum wise). Give it a few tries and if you like it, move on to Cop which is sludgier, only one drummer, and slightly more miserable. Just keep moving through the discog.
But Filth will give a foundation on the way a lot of Swans work is structured
